“National Program of Measures for the Control of the Tomato Leafminer – Tuta absoluta Meyrick (Lepidoptera)” – Ministry of Agriculture and State Fund “Agriculture”


A National Program of Measures for the Control of the Tomato Leafminer (Tuta absoluta) for 2025 is expected to be approved.


The support is provided in the form of partial reimbursement of the costs incurred by farmers growing tomatoes in greenhouses for the purchase of plant protection products and solutions used to control and eliminate pests affecting tomato crops.
In cases where the Bulgarian Food Safety Agency (BFSA), through laboratory analysis, confirms a mass infestation of the pest on other greenhouse-grown vegetable crops (such as peppers, eggplants, and potatoes), the support is also extended to these crops.


Maximum aid intensity: Farmers are supported with up to 100% of the costs for the purchase of plant protection products and materials for the control and eradication of infestations of the tomato leafminer (Tuta absoluta) in greenhouse tomato (vegetable) production, but not exceeding BGN 3,500 per hectare, including VAT.

Who can apply for this support?


The support is granted to micro, small, and medium-sized enterprises – agricultural producers – who meet the following conditions:
are registered in accordance with Ordinance No. 3 of 1999 on the establishment and maintenance of a register of agricultural producers;
meet the definition and criteria for micro, small, and medium-sized enterprises in accordance with Annex I of Regulation (EU) 2022/2472;
have no outstanding liabilities to the State Fund “Agriculture”;
have no outstanding public liabilities to the state budget;
cultivate tomatoes (vegetables) in greenhouses.
The support is provided upon submission of a declaration by the farmer confirming the presence of the pest and the need to take measures to limit the damage caused to production.

4.2. Beneficiaries of the support are agricultural producers cultivating vegetable crops (tomatoes, peppers, eggplants, and potatoes) in greenhouses with an area exceeding 0.1 hectares (1 decare), where the crops must be planted and in a stage of active growth or fruiting.
